A discussion paper on Canada's contribution to addressing climate change : En4-4/2002E-PDF
This Government of Canada discussion paper examines the science of climate change and its potential impacts, as well as the Kyoto Protocol. It also looks at what can be concluded about the size of the climate change challenge, its potential economic impacts, the benefits of action, the policy instruments available to the Government of Canada to combat climate change, and the risks related to those instruments. The paper concludes by outlining four major policy options ("broad as practical" domestic emissions trading, all targeted measures, a mixed approach based on large final emitter domestic emissions trading, and an adjusted mixed approach) and the process for consultation and public input.
