This evaluation report presents the findings, conclusions and recommendations of the National Energy Board’s (NEB, Board) Participant Funding Program (PFP or “the program”) evaluation. The evaluation examines the program’s relevance, effectiveness (performance), efficiency and economy for the period of June 2010 to June 2015 during which the initial Terms and Conditions (2010) of the PFP were applicable. The evaluation is mandatory and meets the requirements of the Financial Administration Act, the 2008 Treasury Board Secretariat (TBS) Policy on Transfer Payments and the 2009 TBS Policy on Evaluation; all of which require an evaluation of grants and contributions every five years. The evaluation was undertaken between November 2014 and September 2015 and focused on the achievement of immediate and intermediate outcomes as well as program design and implementation. This evaluation analyzes data from the past five years of the PFP, obtains feedback from internal and external stakeholders and examines relevant documentation in order to assess outcomes achieved as well as challenges and opportunities in program implementation.
