"The welfare-to-work roundtable was organized to add to the Council's knowledge about current programs and their potential for the future, to build a deeper awareness of what it is like to live in poverty in Canada and to ultimately be able to provide a more effective advice to the Minister. The first day of the roundtable was devoted to six presentations. The Self-Sufficiency Project was selected to present because of its innovative focus on lone parents, given that female lone parents have faced consistently high poverty rates that have changed little in 30 years and over the last few years have faced situations resulting in decreased labour force participation. Opportunities 2000 is an example of an innovative, holistic, community-based approach to poverty reduction that involves low-income participants in its design and implementation. Given the critical role of education and training in the knowledge-based economy, a presentation on research into barriers to adult education and training for people with low income was selected, as well as learn$ave, a new pilot program to assist low-income Canadians to build assets for education. Recognizing that for adults with children the challenge is not just becoming “skilled” and finding a job but managing the multiple demands of the labour force and the care and development of children, we focused on two major supports for this balancing act: maternity benefits and child care. The second day of the roundtable was devoted to discussions between the Council and people who have had experience with the issues and programs addressed on the previous day."--p. 1-2.
