"Payments in Lieu of Taxes (PILT) is a statutory program established in 1950. Its governing legislation, the Payments in Lieu of Taxes Act, came into effect in December 2000. The purpose of the Act is “to provide for the fair and equitable administration ofpayments in lieu of taxes.” The Act authorises the Minister of PWGS to make payments to taxing authorities in lieu of property taxes on behalf of federal departments and agencies to share in the cost of local government"--Main Points, p. i.
