"The Standing Senate Committee on National Security and Defence’s study of Canada’s engagement in United Nations peace support operations responds to an order of reference obtained from the Senate on the 21st of April, 2016 “to examine and report on issues related to the Defence Policy Review presently being undertaken by the government.” As part of the study, the Minister of National Defence specifically requested that the committee examine Canada’s re-engagement with United Nations (UN) peace support operations, which was in line with his Defence Policy Review and his mandate letter from the Prime Minister. The Senate Committee took a broad, but cautious approach to the subject especially in light of the changing nature of UN peace support operations, and the risks involved. During the course of its study, the Committee held 6 days of hearings and heard from over 45 witnesses between 30 May and 21 September and participated in a fact-finding mission to UN headquarters in New York City on 24 October 2016. While some witnesses focused their presentations on the issue of peace support operations3, others addressed issues related to the broader defence policy review, which the committee will report on in the coming months. This interim report focuses on Canada’s re-engagement with UN peace support operations. The report provides a constructive view of Canada’s involvement with UN peacekeeping, the challenges involved and it examines some of the options which are before the government and Parliament"--Introduction, p. 5.
