“The Royal Commission on Aboriginal Peoples conducted its second round of public hearings between October 27 and December 10, 1992. In 49 days of hearings, the seven Commissioners, travelling in three teams as they did in the first round, visited 36 cities, towns, villages and reserves across the country. This second discussion paper, Focusing the Dialogue, is in part a reflection of what was said in the second round of public hearings. But it is also a first, tentative step in the Commission's process of deliberation"--Intro., p. 1, 2.
