The main problem is corrosion caused by road salt and water which penetrate the concrete. Construction and environmental factors and maintenance procedures are the key elements in this deterioration. The problem is widespread and estimates place the cost of damage to the country's inventory of parking structures in the range of $1 billion to $3 billion.
