Moreover, the Commission has found that while senior leaders in the RCMP have made efforts to prevent harassment—particularly at the divisional level—these initiatives have been limited and ad hoc, and have not received the necessary support from National Headquarters. In addition, the RCMP has not adequately implemented the recommendations made in the Commission’s 2013 Public Interest Investigation Report into Workplace Harassment in the RCMP, which were aimed at addressing harassment and fostering respectful workplaces.
