“The Canada Education Savings Program (CESP) was introduced in 1998 in order to encourage Canadians to save for the post-secondary education (PSE) of their children. At the time, the Canada Education Savings Grant (CESG) provided a grant of 20% on the first $2,000 of contributions to a Registered Education Savings Plan (RESP) for children up to the age of 17. Since 1998, there have been many enhancements to the program, most notably the introduction of the Additional CESG (A-CESG) and the Canada Learning Bond (CLB) in 2005. This study is a part of the overall work being conducted for the Summative Evaluation of the CESP to quantify if the CESP is achieving its objective, which is “…ensuring that families can better save for their children’s future education by providing stronger incentives through the CESP.” The study examines withdrawals from RESPs"--Introd., p. 3.
