"The proposal here is for a pilot version of this account limited to the output of one class of pollutants: greenhouse gases (GHGs). Greenhouse gas emissions have been chosen for two reasons. First, there exists at this time a good deal of the data necessary to complete a pilot study on greenhouse gases (see section 4). Thus, the development of the pilot account can proceed without a lot of time consuming preliminary data development. Second, greenhouse gas emissions and their role in global climate change are an environmental issue of global importance today, including, as discussed next, in Canada"--p. 1.
