"The aim of the study is to define a role for the Department with respect to interventions in support of Indian and Inuit people, particularly in the area outside of the mandate of the Office of Native Claims. The report describes how a system could be built up within the Indian and Inuit Affairs Program at headquarters and in the Regional offices to deal with interventions in the context of both development planning and damage situations."-p. 1.
