"A publication is any printed material issued by the Department for distribution to the public that is not excluded by one of the eleven exceptions cited by the Treasury Manual. It does include information sheets prepared by departmental officers to answer often asked questions from the public, even if these information sheets are only one page long. It also include articles, background papers, etc. distributed to the public, as well as reprints of articles from departmental magazines or any other publication."--Interpretation.
