Each component of the system must comply with its benchmarks, which is already accomplished by conventional benchmarking. The regional (say) series must also add to the benchmarked national total for each period of time, which is accomplished by the simultaneous benchmarking method proposed. The method also works for systems of series classified by region and by industry. The components must then add both to their regional totals and to their industrial totals (and satisfy their benchmarks). Following the Chow and Lin (1971) approach, the method specifies benchmarking in the regression framework by incorporating the commonly used benchmarking criterion of movement preservation (Denton, 1971) into the regression. This incorporation is made possible by the Generalized Least Squares estimation technique.
