"This provisional master plan is presented in two parts, to enable the reader to grasp easily what is actually being proposed and to provide background material to further enlighten the reader. Part one provides a summary of the proposals followed by objective statements for the park as a whole as its individual components. This in turn is followed by a development proposal that reflects the objective statements. Concluding part one is a statement on basic factors that have influenced the development proposal. The second part provides background information that will enable the reader to further understand the proposed plan as well as what is intended for the future"--p. 1.
