"The purpose of the study was to carry out a reconnaissance survey of the Joint School (Capital) Program and to identify issues which will be addressed in the subsequent evaluation phase. The survey included an examination of Program expenditures by year and region; an analysis of Nominal Roll data; description of the content of a large sample of Joint School agreements; and analysis of all the agreements which have terminated. A trip was also made to the Manitoba Region where officials described the types of school situations; the trends affecting the Joint School Program; and the process by which agreements are drawn up."--Study Objectives, p. 1.
