"This study was designed to uncover the reasons for the Department's present difficulties in making accurate projections of the demand for post-secondary education assistance as defined in Program Circular E-12 and, based on the findings, to recommend ways to improve the reliability of the projections. The study was conducted by investigating how E-12 is actually administered in different Regions and Districts, with a specific focus on how projections are made."--p. ii.
