"The Commercial Program in the air mode is a sub-program of the Admissibility Determination Program (1.3) of the current Program Alignment Architecture (PAA). The sub-program includes four modes (air, rail, marine and highway) and covers both traveler and commercial processing. Commercial processing refers to the systematic assessment of goods/cargo. In support of the Canada Border Services Agency's (CBSA) mandate, the Commercial Program in the air mode facilitates the reporting, release, and interim accounting of imported commercial shipments, while ensuring that risks are effectively managed and that the legislative requirements for the importation of these goods into Canada are met. The purpose of this evaluation is to assess commercial imports in air mode. Specifically, this evaluation focuses on the primary and secondary operations carried out by border services officers (BSO) working in the commercial air stream. These activities include the review of release, referrals for examinations, secondary examinations, and conveyance examinations"--Executive summary, p. ii.
