It is intended to help users (for example, industry, health care professionals, Health Canada and Canadian Food Inspection Agency (CFIA) staff) determine whether a product is subject to the regulatory requirements of the Food and Drug Regulations (FDR) or the Natural Health Products Regulations (NHPR), and to facilitate consistent and predictable decision-making when determining the regulatory pathway for products falling at the food-NHP interface. This guidance document is aimed at achieving greater consistency, transparency and quality of classification decisions relating to products in food format.
