Various techniques are proposed for holding the oil in a burnable layer. In calm conditions a deep-skirted boom may be suitable, but a floating cargo net is shown to be more suitable for up to 80% ice cover. For 80-100% ice coverage, it is demonstrated analytically and experimentally that oil floating amidst the ice is burnable.
