"The purpose of this study is to establish spectrum sharing conditions based on specific regulatory provisions for both the MSS and fixed services and Data Relay Satellites (DRS) and fixed services. Proposals for changes to ITU Radio Regulations, in particular Articles 27 and 28, necessary to make such sharing possible should be developed. Also to be considered are the conditions that are necessary to permit sharing between the terrestrial component of the MSS (aircraft and land mobile satellite service (Lmss)- mobiles) and the fixed service"--Introduction, page 1.
