Statistics Canada - 2006 Census releases

Enhanced Internet access privileges for Depository Services Program (DSP) to facilitate delivery of 2006 Census products

The following information/request for input should be directed to the person(s) and/or unit responsible for hardware infrastructure/Internet access.
In preparation for the upcoming 2006 Census release on July 17, 2007 (Age and sex) and for the subsequent releases, the 2006 Census Dissemination Services Task (2006 Census Dissemination Project – Statistics Canada) is requesting an update to our inventory of DSP IP addresses that we gathered at the beginning of the 2001 Census release cycle. An update to this inventory is required for the subsequent releases associated with the 2006 Census that will follow the March 13, 2007 release of the 2006 Census population and dwelling counts. We are now creating our 2006 Census enhanced access files and removing any unqualified IP addresses.

Background and 2006 Census Internet release plans:

Given that census products are disseminated primarily via the Internet, we initiated using IP addresses as one of our methods of providing our key stakeholders/partners (i.e., the DSP community) enhanced Internet access to the census product line (above and beyond what was available to the general public free of charge). This enhanced Internet access capability was referred to as 'Level 2' and provided the pre-established group of key stakeholders/partners the ability to access additional tables (i.e., for more detailed levels of geography and expanded complexity) and the capability to view/download products in Beyond 20/20 (data manipulation software) if desired. The Level 2 enhanced access privilege applies to the release of the standard topic-based tabulations, release profile components and the complete cumulative profiles.

Please note that for 2006, we have eliminated 'Level 2 Lite'. This subset of Level 2 was created mid-way through the 2001 Census release cycle to satisfy requests from some of the DSP Libraries who were not in a position to support the provision of Beyond 20/20. As well, there were some minor differences between full Level 2 and Level 2 Lite with respect to the actual number of tables but in reality, the difference was negligible.

The following summarizes our Internet product availability at Level 2:

  • Topic-based tabulations for all levels of geography (except forward sortation area [FSA].and dissemination area [DA]).

  • Note: New for 2006, all topic-based tabulations will be available for free to all users via the Internet down to the census division/census subdivision (CD/CSD) level.

  • Release profile components and complete cumulative profiles for all levels of geography (except forward sortation area [FSA].and dissemination area [DA]).

  • Note: New for 2006, all release profile components and complete cumulative profiles will be available for free to all users via the Internet down to the census metropolitan area and census agglomeration (CMA/CA) level.

  • Dissolved census subdivision (CSD) profile data will also be provided.

Those DSP entitlements that are not disseminated via the Census web module (i.e., too large, complex, print publications, CD-ROM products etc.) will be distributed to the DSP community via current provisions/contacts.

IP address inventory update required:

We are requesting each DSP establishment review the list. If your IP address (or range of IP addresses) has changed or you are missing from the list, please advise and send your updated information to Tony Moren, Chief – Information Management, Communications and Library Services Division, Statistics Canada (tony.moren@statcan.ca). If the information is still valid, no reply is required.

We understand that the hard-coded IP address method may no longer be a valid option for granting controlled enhanced access to 2006 Census products given the changing world of network infrastructures and configurations. In situations where the IP address method is not deemed possible or suitable for some DSP establishments, we will provide a 'cookie' installation option, but this option will require some very tight monitoring and control from both the DSP establishment and here within Statistics Canada to ensure we maintain a comprehensive list of who has access and that re-distribution is prohibited.

We require all IP address updates to the attached list or questions regarding access options directed back to Tony Moren (tony.moren@statcan.ca) by Thursday July 5, 2007.

The distribution copies have been transferred to the DSP.

There was no mailing list maintained by Statistics Canada as we previously believed.
