This report presents the results of an evaluation of the Office of Consumer Affairs’ (OCA) Contributions Program for Non-Profit and Voluntary Organizations (the Contributions Program). The purpose of the evaluation was to assess the Program’s relevance and performance. The report is organized into four sections: Section 1 provides the profile of the Contributions Program; Section 2 presents the evaluation methodology; Section 3 presents the findings pertaining to the evaluation issues of relevance and performance; and Section 4 summarizes the study’s conclusions.
