On June 2, 1998, the Government of Canada authorized $125 million in additional funding over five years to Health Canada (HC) to establish the Blood Safety Program (BSP). In 1999, Health Canada introduced the Transfusion-Transmitted Injuries Surveillance System (TTISS) component of the BSP to pilot the surveillance of adverse events, including infectious diseases and allergic and immune-mediated events, associated with the transfusion of blood products. Recently, Health Canada requested Consulting and Audit Canada (CAC) to conduct a mid-term evaluation of the progress of the TTISS. This report contains the results of that evaluation. The evaluation was carried out between October 2002 and January 2003. The evaluation focused on the progress of the TTISS towards implementation of a surveillance system for adverse reaction to blood transfusions in hospitals across Canada and on the progress of related research projects funded under the program.
