"The research presented in this document was undertaken by a joint working group of federal and provincial officials at the request of Ministers of Finance and Treasurers. As such, the analysis and findings contained herein should be seen as those of the working group and should not be construed as representing the views and/or position of governments or Ministers of Finance and Treasurers.
