"Old people in our society in the 1970's have a very real and increasingly desperate need for adequate housing. This need is essentially defined by three factors: the increase in the population of the elderly and hence the need for more housing units, the high proportion of those over 65 who have incomes below the poverty line and therefore require housing subsidies, and a growing awareness of both the range of needs within this older group and the importance of developing a total environment to meet these needs if the elderly are to maintain an independent life. ... Solving the housing problem of the elderly demands first and foremost an analysis of the effect which values and attitudes about this group have on the development of policy. It is then possible to move to an explicit statement of objectives such as that found in the presentation by National Health and Welfare to the Senate Committee on Poverty"--Introd., p. 1-2.
