Macdonald set out a strategy for economic development in the National Policy of 1879, there is general recognition among informed Canadians that changes in the economic structure of Canadian industry are inevitable and that the policy issues concerned with these changes are difficult and pressing. What type of economic structure should be encouraged? How should it be encouraged? What is the role for the market system and international trade? Is there a case for an "industrial strategy" involving protection and promotion of selected industries? These are some of the questions which led to the creation of the Royal Commission for which this study was prepared."--p. 2.
