“The objective of this report is to provide a cost estimate of the Department of National Defence’s (DND) Canadian Surface Combatant (CSC) program. This estimate includes costs resulting from development, production, spare parts, ammunition, training, government program management and upgrades to existing facilities. This report explains each of these items. The estimate does not include costs associated with the operation, maintenance and mid-life refurbishment of the ships other than the spare parts that will be purchased when the ships are built. The remainder of this report is divided into three sections. The first provides background information regarding the CSC program, surface combatants in general and important factors related to their construction. The second describes the primary estimation methodology as well as two other methodologies used to validate the results of the primary methodology. The final section outlines the results"--Introd., p. 5.
