520 |a"The Westbank Inquiry was established by the Government of Canada on August 12, 1986, to investigate serious allegations of wrongdoing made against the Department of Indian Affairs and Northern Development (DIAND) and the former Chief and Council of the Westbank Indian Band. These accusations were made by members of the Band and the larger community, and by Members of Parliament. The Inquiry was the result of a controversy which had developed within the community over a period of 12 years and had escalated to the point where it was debated in Parliament. During that period, the former Chief had been accused of murder, extortion, fraud and abuse of office. The Department had been accused of maladministration and attempting to cover up its wrongdoing.
