"This report, prepared for the Department of Communications (DOC), Ottawa by Spar Aerospace Products Ltd., Toronto, is the result of a feasibility study carried out by Spar under contract to the Department of Supply and Services (DSS), Ottawa, to evaluate the feasibility of designing and fabricating a General Purpose Spacecraft Bus (GPB) capable of carrying five different communications and experimental payloads on a Thor Delta 3914 launch vehicle in the 1979-1985 time frame. The object of a general purpose Bus is to provide a cost effective method of operating satellites that have the same general mission parameters such as orbit and launch vehicle and are of similar weight and power. The Bus, which is the basic "service module", consists of the spacecraft attitude control, power, telemetry and command, propulsion, structure and thermal control subsystems. If a Bus can be designed to cater for different payloads with little design changes needed for each payload, then considerable cost savings can be effected. It has been shown, in this study, that such a bus design is feasible for the five payload options defined by the DOC in their S.O.W., and that a spacecraft with this bus and payload combination can be launched on a 3914 Thor Delta launch vehicle in the period 79-80"--Summary, v. 1, page ii.
