The purpose of this report is to articulate principles that can be used to design and deliver civil legal aid services. We have started with the premise that legal aid is an essential element in the administration of justice and have based this report on the knowledge that clientele for legal aid services in civil matters is overwhelmingly female: approximately two thirds of civil legal aid certificates are given to women, primarily for family law matters.--Page 1
