"Canada celebrated its Centennial as a nation in 1967. To mark the occasion, the Library of Parliament decided to reconstitute the parliamentary debates for those years before the official records were kept. For the Senate this meant the reconstruction and publication of the debates from 1867 to 1871. The work was undertaken by Erik Spicer, the Parliamentary Librarian at the time; and the Senate debates for these years were duly completed and published between 1968 and 1980. The Library of Parliament's second intention, declared at the time, was the translate the Senate debates from 1871 to 1896 into French, since up to that date they were published in English only."--Preface, Vol. V
