"A blending facility is a facility where petroleum fuel is blended with renewable fuel. Besides fixed facilities, it may include a fleet of mobile facilities, such as cargo tankers, railway cars, boats and marine vessels. However, if a blending facility is part of or adjacent to a petroleum refinery it is then considered to be part of the "production facility" under the Regulations, in order to allow such integrated facilities to simply report as one facility"--Page [1].
