Canada can expect to face a major demographic shift - by 2041, 22.6% of the population will be over the age of 65. This paper, by the National Advisory Council on Aging (NACA), provides Canadian policy makers and interested parties with information that will allow them to plan strategically, and take the action necessary to address the needs of an aging population. It emphasizes maximizing the advantages of demographic change, rather than analyzing them from a fiscal or budgetary perspective. Following an overview of this population, the issues and challenges facing public policy makers are examined, and a selection of indicators are included that make it possible to measure development and progress regarding the seniors population.
