"Canada’s immigration system approves about 300,000 permanent residency applicants each year, under three categories: economic immigration, family reunification and humanitarian considerations. Asylum claimants fall under the humanitarian considerations category of Canada’s refugee system. According to the Office of the Auditor General of Canada (OAG), due to “record levels of migration worldwide, Canada was the world’s ninth-largest recipient of asylum seekers in 2017, with 50,400 claims—more than double the number from the previous year.” In 2018, “a further 55,000 claims were made.” While the number of asylum claims varies year to year, refugee protection is granted “based on the merit of each individual claim"--Introduction, page [1].
