"CBC/Radio-Canada is facing unprecedented challenges. Digital advertising has shattered the economic model of information, placing the Corporation and its public service functions in a difficult position. Global digital platforms and the changing market have had a serious impact on the Corporation itself as well as on local news offerings in Canada. … Faced with these challenges, and as required in her mandate letter, the Honourable Pascale St-Onge announced in May 2024 the formation of an advisory committee of experts to provide her with policy advice on how to strengthen and renew the national public broadcaster so it can continue to fulfill its important social, cultural and democratic functions. This document sets out the minister of Canadian Heritage's proposals to modernize CBC/Radio-Canada through changes to the Broadcasting Act"--Foreword, pages 2, 3.
