On April 13, 2010, the then Interim Information Commissioner tabled in Parliament a special report entitled Out of Time: 2008-2009 Report Cards: Systemic Issues Affecting Access to Information in Canada. By means of “report cards,” this report grades various government institutions on their compliance with the Access to Information Act.
