"A blending facility is a facility where petroleum fuel is blended with renewable fuel. Besides fixed facilities, it may include a fleet of mobile facilities, such as cargo tankers, railway cars, boats and marine vessels. A facility where blending takes place and that is part of or adjacent to a petroleum refinery is normally considered to be part of that refinery rather than be considered as a blending facility for purposes of the Regulations"--Page [1].
