One of nine issue/survey papers designed to inform Canadians and give them a chance to express their views on a healthcare issue, this paper discusses how “medically necessary” is defined as a criterion for funding. It considers definining it in the Canada Health Act; defining it from experts' perspectives (issue of public input); and defining it from the perspective of benefit to an individual’s health (issues of capacity to benefit, rules). Each paper includes a survey soliciting readers’ views.
