This report contains recommendations for ensuring that the money in the Employment Insurance (EI) Account is used only for the Employment Insurance Program in the interest of workers and taxpayers. Among the eight recommendations are the creation of an Employment Insurance Commission and an Employment Insurance Fund Account. The cumulative balance in the EI Account is regarded by most as excessive and, for many, represents a serious financial governance problem with the EI Program.
