This report contains the recommendations of a standing committee that studied the implications of Canada’s policy in promoting democratic development abroad. The report compares Canada’s role in encouraging democratic development with that of other countries. It also looks at the challenges of increased involvement and assesses Canada’s capabilities for international action. The document includes lists of witnesses and briefs considered by the standing committee considered. Dissenting opinons of committee members are also provided.
