The second chapter presents an overview of the problem and the various issues that result. The third describes the tools available to CSC for preventing the introduction of drugs, rehabilitating offenders and managing a complex and diverse inmate population. The fourth presents the Committee’s observations, outlines the progress made to date and provides recommendations to help CSC meet these challenges and achieve its objectives in administering the sentences of federal offenders with substance abuse problems.
