In April 1993, Bill C-113 introduced two important changes to Canada's Unemployment Insurance (UI) system: Those who quit their jobs voluntarily, without cause, were no longer entitled to UI benefits; and, the ratio of benefits to insurable earnings, otherwise known as the replacement rate, was cut from 60 percent to 57 percent for UI recipients. The purpose of this report is to examine the impact of those changes on the incomes and material well-being of individuals who became unemployed after April 1993. The information for the empirical work is based on data collected by the Canadian Out of Employment Panel Survey (COEP) and data from administrative records.--Introduction
