Our objective in this paper is to document the extent and nature of the cross-subsidies occurring through unemployment insurance (UI), and to explain them in an accounting sense. The analysis is conducted at the industry and firm levels in order to highlight patterns of cross-subsidization both between and within industries.--Abstract
