In section 1 of this paper, we briefly survey the empirical literature on international and intranational smoothing mechanisms. In section 2, we present our methodology and the data we use. Section 3 discusses results for both the intra-Canada smoothing of regional shocks and the smoothing of shocks affecting Canada and the United States. We conclude in section 4.--Pages 2-3
