Section 37 of SARA requires the competent minister to prepare recovery strategies for listed species that are extirpated, endangered or threatened. The St. Lawrence Estuary beluga population was listed as threatened under SARA in May 2005. The development of this recovery strategy was headed by Fisheries and Oceans Canada - Quebec Region, in collaboration with Parks Canada, Environment Canada, provincial agencies, and several stakeholders.
