Strategic environmental assessment (SEA) is defined simply as a systematic, comprehensive process of evaluating the environmental effects of a policy, plan or program and its alternatives. The aim of this guide is to provide policy, plan and program developers with the necessary tools for more sustainable decision-making. Although the aim of the 1999 Cabinet Directive is to determine the environmental effects of policy, plan and program proposals, this manual not only meets these requirements, but also provides guidance on how to take decision-making on step further. It includes guidance on how to develop a sustainability vision, identify issues, strengthen public participation, develop and apply indicators as well as develop an enhanced follow-up and monitoring framework.
