This report argues that Canada needs a single national securities regulator, both to keep up with international trends and to ensure Canadians’ investments are safeguarded. It examines the strengths and weaknesses of the current system, under which each province and territory has its own securities regulator, and describes what is required for an effective structure. It also looks at, but ultimately rejects, a passport regulation system, then recommends a new national regulatory structure.
