This report is a graduation publication documenting Canada’s $54.9-million contribution to the transition of the Baltic countries—Lithuania, Estonia, and Latvia—to a market economy. It summarizes Canadian projects in a few key areas: strengthening institutional capacity; transforming legislation; integrating linguistic minorities; helping the disadvantaged; and regional development. Success stories throughout highlight achievements in education, prison reform, and progress for these countries in international relations. It also includes lessons learned.
