This report presents the findings and recommendations of the expert panel on equalization and territorial formula financing. The report concludes that most Canadians want the program improved rather than abandoned. The recommendations aim to achieve that in seven areas: adopting a clear set of principles; returning to a rules-based, formula-driven approach; improving the formula; striking a balance on the treatment of resource revenues; improving predictability and stability; assessing equalization; and improving governance and transparency.
