Building excellence in science and technology (BEST): the federal roles in performing science and technology : a report of the Council of Science and Technology Advisors: C2-470/2000

In this report, the Council of Science and Technology Advisors (CSTA) advises the Cabinet Committee on the Economic Union on the role the federal government should play in science and technology (S&T), and its capacity to deliver on those roles. The report looks at how federal S&T needs to align with Canada’s needs, build linkages with other federal activities and partners, and meet international standards of excellence. Recommendations tackle planning, performance, funding, and follow-up.
